Districtwide Comprehensive Master Plan 45 Inventory and Analysis The above population percentage is based on the Village of Lombard population according to the 2010 census. The age segments for the census vary slightly compared to the age segments of the park district. Based on the program distribution the Park District has a fairly even representation of all age groups. However, when compared to the population percentages, the 19-54 age segment is the largest at 50.5% and is under programmed by the Park District. The above chart represents a well-balanced distribution of programs among all age groups in Lombard. This is not typical of most park and recreation agencies. The average agency relies too heavily on youth programming, ages 0-12 as typically agencies have 70-80% of programs geared toward youth, based on existing inventory analysis of other agencies completed by Heller and Heller. Therefore, Lombard does a much better job in balancing program off erings among the various age segment categories. Enrollment Totals The following information reviews the core program areas and identifi es the percentage change in registration from 2009 – 2011. Reviewing registration numbers is helpful in determining whether programs should continue, expand, reposition or retrench. • Adult Athletics -23.4% • Aquatics +84% • Early Childhood +0.7% • Fitness +12.5% • Golf -19.9% • Martial Arts +7.7% • Seniors -3.5% • Teens +28% • Youth Athletics +1% Based on registration, adult athletics has the largest percentage decrease from 2009 – 2011 at -23.4%. As a core program area, it is imperative to evaluate the programs that should be eliminated or modifi ed. Golf is also a program area that needs to be looked at since it has the second highest decrease of -19.9%. Both adult athletics and golf are program areas that represent a combined total of 5% of the total programs off ered. Staff should evaluate program/marketing ineffi ciencies or opportunities that will assist in improving these numbers.
