Districtwide Comprehensive Master Plan 29 Inventory and Analysis Level of Service The Level of Service (LOS) guideline is a ratio representing the minimum amount of open space and park land needed to meet the recreation demands of the community as recommended by IAPD and NRPA. The LOS analysis is an integral step in determining a community's open space and park land acquisition needs. According to the National Recreation and Parks Association, the LOS should: • Be practicable and achievable • Provide for an equitable distribution of park and recreation assets throughout a community • Refl ect the real-time preferences of the citizens for park and recreation opportunities The population ratio method (acres/1,000 population) was used to determine the LOS for the Lombard Park District's land holdings (owned and leased). This method is used most often for determining park and recreation space standards. The direct relationship between recreation and people is emphasized when using the population ratio method. The LOS for indoor recreational space is calculated using the planning standard of two square feet per person, with 1.5 square feet allocated to indoor space and 0.5 square feet allocated to indoor aquatics. The LOS is based on a total population of 43,165. The existing LOS of 7.52 acres per 1,000 population is less than the standard and our goal of 10.0 acres per 1,000; however, if natural areas are included in the total acres of open space the LOS increases to 8.91 acres per 1,000 population, but still falls short of the 10 acres per 1,000 population. The LOS for indoor recreational space is .89 square feet per person, which falls short of the recommended two square feet per person.
