Districtwide Comprehensive Master Plan 43 Inventory and Analysis Program Mix & Inventory The program mix or the distribution of types of programs off ered should be aligned with the programming needs of the residents. Therefore, it is important for the Park District to continuously monitor recreation program and special event needs through a continuous assessment process. In addition, the program off erings should include emphasis on the delivery of core programs. In reviewing program off erings listed in the 2012 winter, summer, and fall Activity Guide, the list of programs and numbers of programs off ered included: Of the nine core program areas, Fitness is most heavily programmed at 18% and Early Childhood follows at 14%. The two core program areas that have the lowest number of programs off ered are Martial Arts at 3% and Golf at 1%. Program Life cycle Analysis The program assessment included a life cycle analysis of the core programs selected for review. This assessment helps to determine if the Park District needs to develop newer and more innovative programs, reposition programs that have been declining, or continue the current mix of life cycle stages. This assessment was not based on quantitative data, but on staff members' opinions of how their programs were categorized according to the following areas. • Introduction Stage (Getting a program off the ground, heavy marketing) • Growth Stage (Moderate and interested customer base, high demand, not as intense marketing) • Mature Stage (Steady and reliable performer, but increased competition) • Decline Stage (Decreased registration) The percentage distribution of programs according to life cycle categories includes: • Introductory programs: 8% • Growth programs: 31% • Mature programs: 49% • Decline programs: 6% The rule of thumb for percentage distribution (according to other agency benchmarks) is 60% of programs should be in introduction and growth stages, and 40% in the maturation and decline stages. For Lombard, the percentage is 39% introduction/growth and 61% maturation/decline. This percentage distribution refl ects a reliance on keeping programs the same.
